Minutes of the Gedney Hill Parish Council Meeting held on Monday 19th July 2021.

No matters were raised.
1. Apologies for absence and acceptance
Councillor P. Redgate

2. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation
There were no Declarations of Interest identified.
3. To approve the draft notes of the meeting held on 17th May, 2021
The Councillors confirmed they were an accurate record of the Parish Council meeting, the Chairman duly signed them.
4. Review and acceptance of procedures.
Councillor James stated that he and the clerk had reviewed the current procedures and that there were no legislative or other changes identified. It was therefore proposed that the procedures remain unchanged for the current year unless any changes are identified as the year progresses. Current procedures will, therefore, be signed and dated accordingly.
Councillor James also identified that the Terms and Conditions for the hire of the Pavilion would need reviewing and amending. These would be passed to the councillors when the draft T’s and C’s were available.
All agreed to accept the procedures as current.
5. Highways
a. To update on the request to LCC Highways regarding the speed limits along North Road and Highstock Lane.
The Chairman read an email from Lincolnshire Road Safety Partnership regarding the speeding issues on Lincolns Avenue. A covert speed survey was conducted and, although there was evidence of some speeding, the average speed was only 28 MPH. It was, therefore, suggested that nothing further could be done by them.
An email was received from a local resident with regards to an issue with trees overhanging on a public footpath. It was suggested that all we could do, would be to write a polite informal letter to the occupants as this is a highways affair, rather than Parish Council.
6. Cemetery
a. Identification of a Grave Digger
The Clerk contacted Mr. Gary Warner, who was the proposed Grave Digger for Gedney Hill, who has now confirmed that he is willing to become the nominated Grave Digger.
The Clerk also sent letters to all the relevant local Funeral Directors to suggest they contact Gary in the first instance and to liaise with him and the Clerk going forward.
b. Clock
Clock Winder Richard Coles stopped the chimes as a necessity, as they are not working correctly. A quote has been received with an approx. cost of £1500 which would provide a new pulley and new cables. However, due to cost, it was agreed that we seek alternative quotations and possibly look at changing to electrical winding going forward. It was also suggested that contact could be made to a local clock maker, at Whaplode St. Catherine.
7. Footpaths
a. Right of Way – Identification
The Clerk contacted the SHDC who forward the request to Lincolnshire County Council who responded suggesting the footpaths were not marked on their plans and, therefore, forwarded a current map and asked for identification as to where these footpaths were.

8. Village Bakery
A virtual meeting was held with other local residents and the Parish Clerk and McColls, to discuss the issues being raised by the residents, in respect of the closure of the village bakery, at their shop. There were no final outcomes, other than they were open to village input as to items to be sold in the bakery. It was agreed that a further meeting would take place in the village at a later date, prior to the shop renovation.
9. Project Dignity
John Murray could not attend the last meeting, as suggested. However, Councillor Watson will be attending a meeting at the Church, to discuss Project Dignity and agreed to pick up some information. However, it was agreed that this needs to go to a public meeting.
10. Village Waste Bin
A resident’s email was received by Councillor Watson with regards to concerns over waste bins being overfilled with refuse and, therefore, no room for dog waste. Clerk to respond to resident to suggest there are sufficient waste bins in the village and, whilst they are not the responsibility of the Parish Council, the Clerk will contact the Council to report some of the bins were not being emptied.
11. The Queen’s Green Canopy
Location was discussed and the feasibility of such. However, it was decided to leave this in abeyance for now, due to there being no suitable location in Gedney Hill.

14. Sports Pavilion/Playing Field
a. To update on Pavilion works
The Chairman advised that the Pavilion had been provisionally booked both for a meeting and a fun day, as people were beginning to ask when it was available. Prices were discussed and it was identified that the Terms and Conditions would need to be reviewed and updated.
The internal double glass doors have now been installed.
The donated heaters are still to be collected.
The Hall Committee requested an update as to whether the Pavilion would be available for an up and coming fun day, on Aug 30th.
15. Clerk’s report
As discussed previously, the Clerk advised that she had contacted the relevant Funeral Directors with regards to our allocated Grave Digger’s details. Also, the defibrillator parts were chased up with the company that provide them, and was told of a backlog, but delivery would be ASAP. The Clerk raised the fact that the donated heaters for the Pavilion still needed to be collected. The Chairman stated that he would personally collect these as soon as possible. The Clerk finished by stating she would be on annual leave as of July 26th for 1 week.
