GEDNEY HILL PARISH COUNCIL

MINUTES OF THE PLAY PARK COMMITTEE MEETING
Held at the Gedney Hill and District Memorial Hall, Hillgate, PE12 0NN
on Tuesday 26th May 2026, at 7pm

PRESENT:
A Watson (Chair), S Berrisford (Second Parish Council Representative), T Bill, M Vernon, K Hasley, G Taylor
T Brooks  (Clerk).

PUBLIC FORUM (15 minutes):
An update on the Lease with the Charity was requested and the Chair confirmed that the Charity is discussing the changes requested by the National Lottery as part of the funding agreement with their legal advisors.
PPC Working Group committee changes were confirmed with T Bill as Chair and G Taylor as Vice-Chair and Secretary. 

1 Chair’s remarks.

The Chair welcomed all members. She confirmed T Bill will be taking over the role as Vice-Chair and expressed her regret that D Leedham has resigned from the PPC  and G Taylor will be taking over her position. 

2 Apologies for absence and acceptance of reasons given.

None

3 Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation. 
None

4 Acceptance of minutes from 6th January  2026.

Minutes accepted and signed by Chair.

5 To receive a financial update.

The funds allocated to PPC within the Parish Council accounts total £4,695.88

6 Lottery Funding Update and agree next steps

The Clerk confirmed that the National Lottery funding application is still live and the following information is still outstanding before the application can be progressed:

• Your Full Project Proposal – your proposal should include all the sections detailed on this page - More information about your Reaching Communities application | The National Lottery Community Fund
• Completed Land and Buildings Guidance document including budget. Land and building projects guidance – as the application is over £100,000 there are some additional requirements that we have which I discussed with Neil.
• All copies of the Tender Documentation and process for review by the Capital Team.
• Current Finances document. current finances table (Excel spreadsheet, 345 KB)
• Copy of the updated lease to align with our requirements

Cllr Berrisford confirmed that some of the information noted above has already been compiled and she will provide access to this information to the Clerk.  
Due to the on-going discussions with the lease, Cllr Berrisford noted that the quotation for the equipment will expire, adding that a 10% contingency has been factored into the application.
The Clerk was asked to seek confirmation from the National Lottery as to when / if the application has an expire date. 

7 2026 Events – Flower & Produce Show and Inflatable Fun Day (Date to agreed during the School Summer Holidays)
The Flower and Produce Show is scheduled for 6th September 2026.  The Chair asked that if a bar was being provided that the provider be responsible for the TENS.
The proposed Inflatable Fun Day, due to be taking place during the school summer holidays will not be taking place due to Anglian Water closure of North Road at the same time.

8 Update from the GHPC meeting regarding issues items in need of repair in the Pavilion.  

The Chair confirmed that the GHPC would fund the following works: additional floor mats for the front door, door stop on the front door, new signage to acknowledge significant funding received, new soap dispensers, fixing of the toilet flush and rehanging the notice board.  The Chair requested The Clerk to seek quotations to undertake the works.  The Clerk to seek Councillor approval to approach the Art Group to paint a mural on the outside of the pavilion.  

9 Match funding on the Pavilion.

The Chair requested that the PPC fund privacy panels above the toilet cubicle doors and painting of doors.  The Chair requested The Clerk to seek quotations to undertake the works.

10 2027 Party in the Park Date to be agreed.

Sunday 2nd May 2027 was agreed.

11 Items for the next Agenda

Update on the Lease Agreement with the Chairty.  Costings for the works to the pavilion (Agenda items 8 and 9 above).  External painting of the pavilion.  Alternative options if the terms of lease are not agreed.

12 Date for next PPC meeting – Tuesday 4th August 2026 at 7:00pm
