GEDNEY HILL PARISH COUNCIL
 
 MINUTES OF THE MARCH PARISH COUNCIL MEETING
Held at the Gedney Hill and District Memorial Hall, Hillgate, PE12 0NN
On Monday 2nd March  2026, at 6.30pm

1. Chairmans Welcome.
The Chair welcomed everyone to the meeting and introduced T Brooks as the new Clerk.
 
2. Public Forum
Cllr Condell, LCC, advised that the 2026/27 budget for LCC has been approved and Council Tax will be increased by 2.9%.  Cllr Condell advised that LCC have made £5million available for road improvements works and there will also be further funding from the Government, the exact amount was not specified.  Cllr Condell stated that Balfour Beatty (Highways Contractor) will increase their highways teams from 19 to 42 to tackle road remediation works with an improved pot-hole repair technique  that should last between 2 and 3 years noting that some pot-holes will still be temporarily filled where major road improvement works are scheduled.  A parishioner queried where these additional resources from Balfour Beatty were being sourced without compromise to other services.
 
3. Apologies for absence and acceptance of apologies.
The Council resolved to accept apologies from GHPC Councillor P Redgate and South Holland District Council Cllr L Eldridge.  The Chair noted that the meeting was quorate.
 
4. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation. 
None
 
5. To approve the draft minutes of the meeting held on 14th January 2026.
The minutes were approved by acclaim, and signed by Cllr N Watson as a true record.
 
6. 2026 Meeting Dates
The Chair confirmed that the Annual parish Meeting and the Annual Parish Council Meeting will 
be held in Gedney Hill and District Memorial Hall on Monday 18th May 2026 at 6.30pm and the Council resolved to accept the meeting. 
 
7 Councillor resignation and vacancy update
The new councillor  election will  take place on Thursday 5th March 2026, with two candidates standing.  Voting will close at 10pm and results are expected that evening.  The new councillor will take office on the 18th May when they will sign their Declaration of  office.
 
8 PPC update
Planning – The Biodiversity Net Gain has been agreed and submitted noting the requirement for 6 Native Trees and 100sqm of Other Neutral Grass to be provided before works can commence.  A planning decision is expected on 13th March 2026.
Events – 
Easter Egg Hunt 29th March 2026 following the Pavilion Opening Ceremony.  Cllr Eldridge has supported the event with a contribution for the purchase of Easter Eggs.  The event runs from 11am to 1pm with jacket potatoes, tea and cakes, ice cream, bouncy castle and a teddy tombola.
Party in the Park  3rd May 2026 with 21 outside stalls currently booked, a band has been booked, a dog show, raffle, tombola, scavenger hunt, with the main event for the main ring to be confirmed.
Flower & Produce Show 6th September 2026 between 10am and 3pm and there will be 54 classes across 8 categories.
The Chair on behalf of the Councillors thanked the PPC committee for the continued contribution to organising the events.  
 
9 LGR Implications
Cllr Condell, advised that there have been 4 options presented of how Lincolnshire could be divided, from a 3-tier to a 2-tier council system, with the chosen option to be implemented for the May 2027 elections.  The Government are seeking feedback and feedback can be registered following the link below:

11 Update on the Parish Pavilion
Cllr Condell will officiate the Opening Ceremony on 29th March 2026 at  10:45am.
Council resolved to accept the allocation of £1,000.00 budget for the purchase of a tea urn, fridge, freezer and other sundries for the Pavilion.  A parishioner asked if the electrical equipment required PAT testing, it was confirmed that this was not required on new purchased equipment for the first 12months but is required on any existing electrical equipment being retained.  A list of all electrical equipment will be held for PAT testing dates.
Members had been circulated in advance a quotation to  replace the emergency escape lighting (running man signs) in the Pavilion which has failed and it was resolved to accept the quotation of £230.28 from Circle Fire.
The Clerk is progressing quotations to replace the single fire door.
 
12 Party in the park – TEN Application 
It was resolved that the bar provider of the licensed activity will be holder of the alcohol sale licence and  responsible for the TEN Application.

14 Cemetery Matters

15 Dog Mess
Whilst it was noted that there has been an increase in the amount of dog mess not being disposed of correctly there was no action for the Parish Council.
 
16 Speedwatch Update 
A grant application has been made to Wryde Croft Windfarm Community Fund for the installation of two Speed indicators, to be installed on Hillgate and North Road.
Further speed surveys are to be undertaken but no date has yet been set.
 
17 Environment Act 2021 – Green Council Biodiversity
A draft policy will be prepared for review and acceptance at the next meeting.
 
18 Wryde Croft Windfarm, Small Project Fund
All funds for 2025 / 2026 has been distributed, further funding has been applied for.  Cllr James will contact Cambridge Community Foundation for the current position.
