Minutes of the Gedney Hill Parish Council Meeting held on Monday 21st November 2022.

There were 8 members of the public in attendance plus attendance by Councillors Pepper and Seymour.

A minutes’ silence was held in tribute to Her Majesty The Queen.

Public Forum

  • Dog mess – it was suggested that an extra bin be provided further up Lincoln Road.  Clerk to contact South Holland Dog Warden in relation to this.
  • A question was asked as to who was responsible for emptying dog waste bins.  Clerk to contact refuse.
  • Increased ‘dog waste’ signage was suggested.  This had been reported previously, with no response.  Clerk to report again.

Apologies were received from Councillor Redgate.

2. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation

There were no issues declared by the councillors.

3. To approve the draft notes of the meeting held on 19th July, 2022

The Councillors confirmed that the minutes were an accurate record of the Parish Council meeting and the minutes were duly signed.

4. Highways

a.  Footpaths

It was reported that the kerbstone outside the shop had been fixed. It was noted that the corner of Highstock Lane posed some safety issues due to mud/leaves made by the building work currently in progress.  Also, a large contractor’s van is parked on the path outside one of the new homes, the wrong way round, posing visibility issues. Clerk to contact Highways to report. 

b.  Bench

The Memorial Bench has now been treated. It was stated that the bench had not been treated previously due to the extreme hot weather although the treatment liquid was available.

5.  Litter Bins/Dog Waste Bins

The Clerk has previously asked the Council for further ‘Dog Waste’ Signs (Please Pick up Your Dog Litter).  To place around the public footpaths.  Clerk to contact Refuse to see who is responsible for emptying the bins.

Clerk to chase this as no response to date.

It had been suggested by a member of the public that further bins were needed. Councillor James stated that the village already had 10 bins within the village and that the problem was that they were not emptied on a regular basis and were therefore sometimes overflowing.

               6. Cemetery - Trees

With regards to the overhanging trees from the Cemetery, SHDC have now responded permitting the Church to cut the trees back, where applicable. The PCC will now need to arrange a suitable tree surgeon to trim these branches.

 

               7. Shed/Memorial Bench

The old shed needs to be taken down and a discussion was had as to how and where it could be disposed.  Councillor Mann kindly offered to dispose of the shed, once taken apart.

As mentioned previously, the Memorial Bench has now been stained.     

It was agreed that the old mower could be given to the church, as a new one has been purchased.                                       

               8. Gedney Hill Estate Charity

A letter was sent to the school to remind them that, whilst both the GHEC and the Parish Council are happy for the entrance to be used, they do not gain any right of way or any say in how the pathway is to be used.

10.  Pavilion/Playing Field

The Pavilion has had no more bookings apart from the regular art group. The Art Group was congratulated on their contributions to the pavilion in the form of the art work displayed around the walls and the fact that they kept the building so clean.

11. Policies and Procedures Review

As It was raised that the current policies and procedures have been subjected to their annual review with only one change to the CSW procedure. Councillor James stated that the quantities of equipment identified on the procedure should be removed as it was not necessary to identify these numbers on a procedure. This was agreed by all.

The Clerk to make this change and change the footers on each document, to reflect the change and updates.

12. Clerk’s Report

The Clerk had nothing else to raise apart from the highways/planning issues that had been reported, throughout the meeting.

13. Bank Signatories

Internet banking for the Clerk, was discussed for going forward and therefore, it was deemed unnecessary to increase the number of signatories at this time.

               14.  Clerk’s Laptop

It was discussed, and agreed by all, that the laptop utilised by the Clerk needed upgrading.  Clerk to get costs of a new laptop.
